雪山隧道科技執法系統確定6月啟用，外界擔心駕駛害怕受罰心態作祟，紛紛拉長車距、減速等，造成塞車情況更嚴重，逢甲大學運輸科技與管理學系副教授李克聰認為，既然已經確定要執法，相關的取締標準應該具體說明，避免用路人擔心挨罰的預期心理，導致雪隧塞車雪上加霜就不好。
雪隧是往來台北、宜蘭的要道，開通後車流量不斷攀升，塞車情況越來越嚴重，不但假日塞，平日也塞，塞車已經成為雪隧的常態，高速公路局為維持隧道內車流順暢，3月起提高雪隧最低限速至70公里，搭配警方加強執法取締，高公局分析發現，最低限速提高後車速及每小時車流量有提升的趨勢，為了加強取締龜速車、惡意逼車、變換車道等違規行為，國道公路警察預計6月啟動科技執法系統。
李克聰表示，科技執法系統對於紓解塞車及提高行車效率幫助有限，主要是以常態性加強違規取締，達到嚇阻的效果，尤其是雪隧內常有駕駛因前方車速慢變換車道超車，這是非常危險的行為，因為每變換一次車道就會增加肇事機率，尤其雪隧是封閉的長隧道，安全問題不容忽視。
至於外界擔心科技執法啟用後塞車更嚴重，李克聰說，科技執法啟用初期駕駛難免開車行為會較謹慎，但只要加強宣導及明確地對外說明取締標準及項目，問題應該不大。
你的一雙鞋，能救一條命。公益團體「舊鞋救命協會」將舊鞋送往非洲的活動至今已3年，透過送舊鞋讓當地孩子的雙腳有所保護、免於被沙蚤啃噬。活動由教會志工楊右任發起，與妻子、牧師合作跨國運送愛心，導演周文欽將過程拍成紀錄片「EX CHANGE」，並將於明（7）日舉辦首映講座。
自2014年起，楊右任與加拿大籍妻子雷可樂、牧師Allen合作，合力將募集來的舊鞋裝上貨櫃，送往非洲肯亞、烏干達、南蘇丹等國家，提供當地孩子在上學時有鞋穿。由於許多非洲小孩都赤腳於沙地從事各項活動，不論是踢球、工作，或是走上1個多小時的路去上課，因而染上沙蚤導致指甲、小腿感染，嚴重者甚至死亡。
為此，3年來楊右任積極募鞋，希望凝聚大家的愛心，讓非洲孩子遠離沙蚤傷害。幾年下來透過網路募集，也有越來越多台灣藝人、團體與民眾共同響應，周文欽導演將過程拍成紀錄片「EX CHANGE」並入選2016新北紀錄片優選。周文欽導演與雷可樂將於明日晚間6時30分共同出席該片首映講座。
